No, the Prototype was MADE in 1998. It was just never released to the public. However, the one on the generations page is the closest to the final production that was going to be released. There were several different prototype versions before the final design was created.

WOOOOW!!! I think the seller on Ebay asked Hasbro for a sample of the prototype. I can't believe the seller wouldn't want to keep a rare furby that was NEVER Released. ;)
I think the seller just wants more money........

They also have the Rusty Dots Furby for sale, which was from generation 8 (only released in Mexico and a few other countries):
