What i believe are the most overrated anime are:
Hellsing
FLCL
Dragonball GT
Blue Gender
Blue Sub 6
and Chobits

i think CB is overrated but not that much.. and also gundam SEED..
seed doesnt have good animation, and CB, well, they have spaceships and things but they still use the oldschool guns, they could have just improve the looks of the guns... but other than that, i think its good..

i think DBZ is also overrated, the animation just really sucks...

I believe you are right. I remember DBZ being one of my fav action animes, but now when i watch it again, i so to myself, "what in the HELL was i thinking", there are better action anime than DBZ. Yu Yu Hakusho is 10 times better. So i would put DBZ in the overrated list.
