" the primaty goal of US policy between 1890 and 1914 was to share our civilazation with less fortunate people"
Well, you really have to pick which side you are on to answer the question.
If you believed as a part of the "white man's burden" it was America's duty to govern the ungoverned and civilize the uncivilized for good reason, then you'd say the statement was true.
If you believed America was being imperialistic during this time only to gain more markets and territories, you'd say the statement was false.
Once, you pick your side, research those particular motives and reasons.
