Filter>render>Difference clouds. 3 times
Filter>artistic>Plastic wrap basic settings
Filter>distort>Polar coordinates polar to rectangular
Layer>Duplicate layer
Edit>transform>Flip vertical
Change blending to overlay
Ctrl+E Merge down
filter>distort>Twirl 236º
filter>stylize>Extrude basic settings
Filter>distort>Wave basic settings
filter>stylize>wind basic settings
Duplicate layer
Filter>distort>ripple basic settings
Set to layer overlay
Ctrl+B Color balance shadows:27, -34,-27 mid-tones: 43,-49,-82 hightones:85,-38,-98
Ctrl+E Merge down

backrounds are not all the same.

Both this one and AS's need to be submitted to good-tuts, has anybody submitted them yet? If so, please do so (just take a cool part of the final image and shrink it to 40x40, then submit to good-tuts :))

do you want to know ill make a lil tut for you on how to make 1 i was just showing my end effect. do u got msn aim or something besides email

at altron: just make a new layer and fill the banner part with black (use the rectangle to select the area you want your banner) and lower the layer opacity to what you think fits best (50 or something, maybe 40)
