Border
Create new layer fill black
Polygonal lasso tool and hold shift and cut out border then delete.
Go to layers pallet blending potions
make glow 1 of the colors your want your border and color overlay what color you want your border
Then you can do some cut outs with the rectangle marquet tool or the elliptical one. And you can always add another border just not the same colors.
