Dear Principal,
Before construction of my high school, before the votes to pass it - "We promise that [this high school] will have all courses that [the neighbor high school] has." Or something around those lines...
Since 4th grade, I knew my neighbor high school had Japanese class, and I always looked forward to this. Then I heard about the construction of a high school in my town, and that it would have everything my neighbor high school has.
Then came the day when we were choosing our World Language. What's this? "Spanish, French, Italian". That's it? Well, I was okay with it, and signed up for my third year of Spanish. Then they gone and move me down to Spanish II since "Freshmen don't belong in Spanish III". Okay, so I just have to put up with the same things from last year. No big deal. Especially when I constantly put in their suggestion box a request for a Japanese course.
Rumors spread in the middle of the school year. "We might be getting a German and Japanese course." Good, at least this school actually listens to their students, unlike my middle school. Now to choose my electives~~... What?

Spanish 3
French 1
French 2
French 3
Italian 1
Italian 2
Italian 3
Eheheheh... Same courses as our neighboring high school huh? This school has been around for four years, and yet we're still lacking classes that our neighboring high school has?
Well guess what, be prepared for a whole bunch of copies of this complaint in your suggestion box. I'm getting tired of your same excuse, which I quote, "We cannot find the teacher."; "We don't have enough money." You should've planned ahead then. You should've watched your words when you convinced us all to vote for the construction of this school. You should pay attention to the students who actually looked forward to your school, only to be disappointed once they arrive.
In my eyes, I have been ignored by this school, just like my middle school. Not only did you show no sign of a Japanese course, but you haven't even replied back to me about my requests. I hope you can understand why I feel this way.

Well, that's pretty much a censored (censored out private information) and informal version of what I'm going to send him.
Now, please don't say I'm overreacting. Yes, I've considered the other possibilities (just, they either don't work/don't have enough money). But for your high school to shoot down something that you've been looking forward to ever since you were in 4th grade is just... I don't even know the right word to say.
Any suggestions what I should do with this letter before sending it in? (Besisdes making it more formal, I'm working on that...)
