Hello People!, i need some help modding> IN Fallout

Hi
ok so im getting fallout 3 soon on my mega uber awesome computer and i was just wondring this-
1.im getting geck what can that do edit textures? alter models, if not point me to a modler program. ive seen the tut's on youtube.
2. i already have moded a game RE-4 ive done nothing to hard just retexturing and other crap like tat. so is it hard what file types are ther and what plugins/converters do i need
3. could some one point me to a tut for a modler cause i have a basic idea of how to hack and slash. i know how to use geck but im gunna have to retexture,hack slash to get the OMAR look (omar are an organation in a game called Deus Ex)


thanks in advance il probely be asking help through the MOD but i have my big bro helping me along (its his mod he asked me to texture and do the technil like navmeshing,gun making texturing. thanks in advance and any help,tips, and guide would help if you need to know
