Both of them are in that area, where You beat them first time.
Taurus Fire is in area, where Dex used "quick-eat-hamburger" area in that snow stage.
Queen Ophiuca is in that cinema area, where Phantom Black first time appeared and kidnapped Luna (next flor after LM Shin).

You need to use the wave road on bottom at the ski ressort in the very first area and use it to get to Taurus Fire EX. Queen Opiuca is at the top of the roof in the cinema like Nemomon said.
