It is possible to donate money to Trukz on behalf of another driver - and that driver will then get an in-game monetary reward ($20 USD donation for $5000 in game cash for example). This can only be done once a month, and you should check with the player first to see if they have already donated, else they will not get anything.
If you are talking about transferring in game cash from player to player, not that is not possible at this current time - probably due to how exploitable it would be.
